Legalization from the Secretary of State,* the U.S. Department of State and the Malaysia Embassy.

You will need to contact the correct Compentant Authority to assist you in Malaysia.
* Some states Apostilles' are issued by the Lieutenant Governor or Secretary of the Commonwealth instead of the Secretary of State.
